This marks the 7th year since Donovan's resignation. She was hoping to get an answer regarding whether or not her association, which was her "sole bargaining agent" throughout her employment, would be forced to represent her in these matters. 5 hearings were held in 2024, and the proceeding continues into 2025.

Donovan's Duty of Fair Representation against the Waterloo Regional Police Association - June 17, 2024
Donovan's complaint of DFR against the WRPA is proceeding to arbitration. The February 7th date had to be adjourned because the adjudicator had not been supplied the documentation by the Ontario Police Arbitration Commission.
Donovan vs. WRPA - September 20, 2024
The police services board lawyer is raising preliminary matters regarding the admissibility of Donovan's evidence. The evidence is what Donovan claims shows that her resignation agreement was misrepresented by the board.
RULING: Evidence is admissible.

Public Expense
In April, 2024, the new Community Safety and Policing Act came into force. This new law was the result of consultations that took place in 2018, (during which time Kelly testified before the Committee on Justice Policy at the Ontario Legislature. The new law includes an Inspector General of policing, who accepts complaints about police chiefs and police boards. Kelly made a new complaint to the Inspector General about the public expense of this litigation. The IG refused to investigate, citing that it is not in the public interest.
